This position is responsible for the completion of field investigation, analysis, and evaluation of environmental and cultural resources along the corridor of proposed projects in compliance with the National Environmental Policy Act (NEPA), Section 106 of the National Historic Preservation Act (NHPA), and Section 4(f) of the U.S. Department of Transportation (US DOT) Act and other environmental laws and regulations. This position is responsible for completing environmental and cultural resources reports for projects and coordination and consultation with the Federal and State agencies, the State Historic Preservation Officer, Federally-recognized Tribes, and Consulting Parties as necessary for proper research and evaluation of environmental and cultural resources. This position requires a driver’s license to participate in field investigations and public and agency events.

Minimum Qualifications

 

A bachelor’s degree in a biological, earth, environmental, natural, physical, or social science, or in an engineering or architecture field.

Job Duties and Other Information

 

Job Duties:

  • Investigates and analyzes project impacts and prepares evaluations. Writes reports and other documentation on the environmental impacts of proposed projects, including Categorical Exclusions, Environmental Assessments, and Environmental Impact Statements in compliance with the NEPA.  This includes, but is not limited to, coordination and documentation in compliance with NEPA, Section 106 of the NHPA and Section 4(f) of the U.S. DOT Act.   
  • Performs on-site environmental inspection of cultural resources, including archaeological sites and standing structures, along project corridors as necessary to gather data.
  • Writes reports for cultural resources investigations, including but not limited to Negative Findings, Phase 1 Cultural Resources Surveys, Findings of No Historic Properties Affected/No Adverse Effect/Adverse Effect documentation, in compliance with Section 106 of the National Historic Preservation Act.
  • Oversees and reviews/comments/approves the work of consultants performing environmental and cultural resources work.  Develops scopes of service and man-hours for consultant contracts and reviews/approves environmental portion of consultant invoices.
  • Uses Global Positioning System (GPS), Geographic Information Systems (GIS), and other mapping tools and software in delineating resources and preparing reports, as well as various other office computer programs.

Position-Specific Details:

Compensation: This position is eligible for a 10% base pay adjustment upon attainment of permanent status. 

This position is eligible for premium pay for hours actually worked as follows:

  • 0 months to less than 2 years - $1.0
  • 2 years to less than 4 years - $1.50
  • 4 years or greater - $2.00
